The PRODUCT CONFORMITY ASSESSMENT is not an unpleasant necessity and invention of bureaucrats, but a process enabling product safety aspects by taking into account legal requirements (law) and technical standards are required for the target market.
For many years, we have been working with design engineers and product managers for companies that designing, producing or selling machines and electrical / electronic devices to the markets of Europe, the Canada and United States, New Zealand and Australia, and others. I worked as the product safety and compliance engineer in the corporations acting in industry sector, but I also for small and medium-sized companies designing and producing small series of products, which were fighting for their place on the market using their innovation, flexibility and commitment.
I’m not a single person , an island fighting with an ocean of requirements. I cooperate with few companies and specialists in other areas related to product safety and compliance (eg. EMC, Radio, material safety), in which I have no knowledge or competence, to provide complete information needed for the product designer and manufacturer.
Unfortunately, from my experience, I often come across the approach that product safety and compliance issues (the so-called ‘compliance marking’) are made at the end of the design or, in the worst case, when a product is already introduced to the market. This is probably due to the lack of knowledge or misunderstanding of the purposefulness of that assessment process.
Meanwhile, the conformity assessment process is not an unpleasant necessity and an invention of bureaucrats, but a process enabling the assessment of product safety, taking into account technical standards and legal requirements (law) required for your target market.
My experience also shows that not always final tests in laboratories or certification agencies are the answer to this aspect (the challenge). These institutions, companies or organizations are there to check (test) the product against technical requirements. Their task is not to indicate traps, easer paths in the “jungle” of requirements or to answer your questions. They must comply with the PASSED / FAILED principles. And that is why in the final tests, for an unprepared product, there are more questions than answers, which results in non-acceptance of the tested product and the need to do re-tests. This can sometimes just "kill" the project for the extend time needed for changes implementation, resources that need to be involved or type of changes that need to be done.
Note that a test laboratory or certification agency is not a design support, but a verifier in accordance with the adopted compliance strategy and selected standards. The conformity assessment process requires certain competences, knowledge and quite a lot of experience. It is specific knowledge and not every company can afford to have dedicated specialists only for that.
